[England, Scotland, and Wales.] 1.—(1) These Regulations may be cited as the National Health Insurance (Unclaimed Proceeds of Stamp Sales) Regulations, 1918. (2) In these Regulations, unless the context otherwise requires : "The principal Act" means Parts I. and III. of the National Insurance Act, 1911; "The Act of 1913" means the National Insurance Act, 1913; "The Act of 1918" means the National Health Insurance Act, 1918; The Commissioners " means the Insurance Commissioners, or the Scottish Insurance Commissioners or the Welsh Insurance Commissioners, as the case may require. (3) The Interpretation Act, 1889, applies to the interpretation of these Regulations as it applies to the interpretation of an Act of Parliament. 2. The residue of any sums received by the Commissioners on account of sales of stamps issued for the purpose of the principal Act and available for application under Section 29 of the Act of 1918 shall be applied in manner following :— (i) Such part as the Commissioners may determine shall be applied in defraying the cost of benefits provided by the Navy and Army Insurance Fund for men who are or have been seamen, marines, soldiers or airmen in any case in which the cost of any benefit provided has not been chargeable to the Navy and Army Insurance Fund, the Deposit Contributors Fund or to any Approved Society by reason that the man's title to receive benefits out of either of the said Funds or from an Approved Society has not been established. (ii) Such part as the Commissioners may determine shall be applied in paying any sums payable by virtue of Section 7 of the Act of 1913 or of any Regulations made under the proviso to Section 13 (1) of the Act of 1918 by persons who ceased to be employed by reason of becoming interned as prisoners of war in an enemy country or otherwise. 3. In the case of the sums referred to in the proviso to Section 29 aforesaid as representing contributions paid by or in respect of masters, seamen or apprentices serving on foreign-going ships or ships engaged in regular trade on foreign stations, the proportion to be credited to the special fund established under Section 48 (6) of the principal Act shall be 97 per cent. 4. These Regulations may be cited as the National Health Insurance (Approved Societies) Consolidated Regulations, 1918, and, except as otherwise expressly provided, shall come into operation on the 1st day of July, 1918. (3) The Interpretation Act, 1889, applies to the interpretation of these Regulations as it applies to the interpretation of an Act of Parliament. amendments. 4. Where by any Regulations made at any time after these Regulations Regulations any Article or part of any Article or words are directed to be added to or to be reomitted from these Regulations, or to be substituted for any other Article printed with or part of any Article or words in these Regulations, then copies of these Regulations, printed under the authority of His Majesty's Stationery Office after such direction takes effect may be printed with any Article or part of any Article or words so added or omitted or substituted as such direction requires, and with the Articles and paragraphs thereof numbered in accordance with such direction, and these Regulations shall be construed as if they had, at the time at which such direction takes effect, been made with such addition, omission or substitution, and a reference in any Regulations made by the Joint Committee or any of the bodies of Commissioners to the National Health Insurance (Approved Societies) Consolidated Regulations, 1918, shall, unless the context otherwise requires, be construed to refer to these Regulations as amended by any other Regulations for the time being in force. The constitution of a Society applying for approval under Section 23 of the principal Act (not being a Society registered or established under any Act of Parliament or by Royal Charter) shall be regulated by written or printed rules, or by some other instrument providing for the following matters : (a) The name of the Society. (b) The situation of the principal office of the Society. (d) The manner of election and removal of the Committee of (e) The powers and duties of the Committee of Management. (h) The manner of determining disputes between the Society and (i) The manner of admission and expulsion of members. (j) The voluntary dissolution of the Society. (k) The making and alteration of rules of the Society. Separate Sections. 6. The constitution of a section established for the purposes of the principal Act shall be regulated by printed or written rules or by some other instrument providing for the following matters : (a) The name of the section. (b) The situation of the principal office of the section. (c) The manner of the establishment of the section by the Society (d) The following particulars with reference to the dissolution of (i) the length of notice (not being less than one year) necessary (ii) the minimum period (not being less than three years from (iii) the manner in which, upon any such notice taking effect, (e) The manner of election and removal of the Committee of (f) The powers and duties of the Committee of Management.
