INTRODUCTORY NOTE.

The passing of the National Health Insurance Act, 1918, has rendered necessary the revision of the Volume of Statutes, Regulations, and Orders relating to National Health Insurance which was published in September, 1916. That Act, the provisions of which, with the exception of Section 24 (1), (2), and (3), will come into operation on the 1st July, 1918, makes extensive amendments in the Acts contained in Part I of that Volume, and causes many of the Regulations and Orders contained in Parts III and IV to be inoperative altogether or to stand in need of very considerable revision. In addition, several new Regulations and Orders are required to be made under its provisions.

The present Volume contains all the Acts in their amended form, together with such of the Regulations which will be in force on 1st July, 1918, as directly affect the work of Approved Societies. These Regulations supersede the Regulations contained in Sections II, III, VII (No. 39), VIII, XI, and XIII of Part III of the original Volume issued in September, 1916. It is intended at a later date to publish a complete revision of that Volume.

An Act to provide for Insurance against Loss of Health and for the Prevention and Cure of Sickness and for Insurance against Unemployment, and for purposes incidental thereto. [16th December, 1911.]

PART I.

NATIONAL HEALTH INSURANCE.

Insured Persons.

1911.

s. 1-2.

1.—(1) Subject to the provisions of this Act, all persons of the age of Insured sixteen and upwards who are employed within the meaning of this Part persons. of this Act shall be, and any such persons who are not so employed but who possess the qualifications hereinafter mentioned (a) may be, insured in manner provided in this Part of this Act, and all persons so insured (in this Act called "insured persons") shall be entitled in the manner and subject to the conditions provided in this Act to the benefits in respect of health insurance and prevention of sickness conferred by this Part of this Act (b).

(2) The persons employed within the meaning of this Part of this Act (in this Act referred to as employed contributors ") shall include all persons of either sex, whether British subjects or not, who are engaged in any of the employments specified in Part I. of the First Schedule to this Act, not being employments specified in Part II. of that schedule :

Provided that the Insurance Commissioners hereinafter constituted may, with the approval of the Treasury, by a special order made in manner hereinafter provided, provide for including amongst the persons employed within the meaning of this Part of this Act any persons engaged in any of the excepted employments specified in Part II. of the said schedule either unconditionally or subject to such conditions as may be specified in the order.

(3) [This sub-section, which contained particulars of the qualifications necessary for becoming voluntary contributors, was repealed by Sections 7 (1) and 48 (4) of the National Health Insurance Act, 1918 (pp. 97 and 117).] (a)

(4) [This sub-section, which excluded from insurance persons of the age of sixty-five or upwards not previously insured, was repealed by Section 3 (2) of the National Insurance Act, 1913 (p. 75).]

2. (1) Where any person employed within the meaning of this Part Exemptions. of this Act proves that he is either

(a) in receipt. of any pension or income of the annual value of
twenty-six pounds or upwards not dependent upon his personal
exertions; or

(b) ordinarily and mainly dependent for his livelihood upon some
other person;

(c) ordinarily and mainly dependent for his livelihood on the earn-
ings derived by him from an occupation which is not employ-
ment within the meaning of this Part of this Act (c);

(a) For particulars as to the persons who are qualified to be or to become voluntary contributors, see now Section 7 (1) of the National Health Insurance Act, 1918 (p. 97).

(b) For provisions with respect to the continuance of benefits for a limited period in the case of certain contributors who give up insurable employment or who cease pay contributions, see Sections 13 and 22 of the National Health Insurance Act, 1918 (pp. 99 and 107).

(c) This paragraph was added by Section 5 of the National Insurance Act, 1913 (p. 75).
