There is probably no more important ques tion than that of providing dwellings for the working classes. The right solution of this question must have immense influence on the moral welfare of the people; and its bearing upon many of the so-called labour questions, is, I believe, far greater than is generally sup posed.

Much has been done in this direction during the past half-century; and very much of what has been done, in spite of the best possible in tentions, has not been entirely Satisfactory, but has encouraged an increasing rather than a de creasing concentration of population.
