All the above-mentioned Acts are of great importance to local authorities who are entrusted with the duties of providing small holdings and allotments for those who want them, but the precise duties and powers of such local authorities having been laid down and to be searched for in no less than six Acts of Parliament and many Rules and Regulations made thereunder are not very readily ascertainable. It is hoped, therefore, that the present work, which forms a third edition of the Author's "Small Holdings and Allotments Act, 1908," and contains in one volume all these Acts with annotations and explanations of the sections thereof, and also the Rules and Regulations which have been made by the authorities, may prove useful to those concerned in carrying out, advising on, or affected by this network of legislation, whether in respect of small holdings, cottage holdings, allotments or allotment gardens. The Appendices contain the circulars and rules and regulations of the Ministry of Agriculture and Fisheries and certain Treasury Regulations under the Acts, and also contain forms issued by the Ministry and otherwise for use in carrying out the Acts.
