Mr. Barrack's Motion was then put to the vote, and was carried, as there were for the motion 21 votes, and against it 20.

"That the Council represent to the University Court, that that part of Ordinance No. 68, which statutes and ordains that each member of the General Council who has paid all fees necessary to entitle him to act as such, shall, in each year in which he shall have paid a subscription to the Library of ten shillings and sixpence, be entitled to have in his possession at one time four volumes, but not more,' is unreasonable and unjust; and that the Council respectfully request the University Court to co-operate with them in adopting measures for the repeal of said part of said Ordinance." Mr. Humphrey proposed, and it was unanimously agreed, Businessthat the following Members of Council be appointed as a Committee. Committee to arrange or prepare business for the next Meeting of the Council, viz. :-Provost Anderson; William Leslie, Esq., M.P.; the Rev. Dr. Paul; the Rev. Dr. Pirie James Forbes, Esq.; John D. Reid, Esq.; David Middleton, Esq.; the Rev. Dr. Duguid; Norman Macpherson, Esq.; Hugh Fraser Leslie, Esq.; and John F. White, Esq.; that Provost Anderson shall be Convener; and that five shall be a quorum.

The Meeting was then dissolved with the Apostolical Benediction.

VI.

On the Fifteenth day of April, Eighteen Hundred
and Sixty-three years, the General Council of the
University of Aberdeen met: the Principal in the
Chair.

After Prayer by the President, the Minutes of last Meeting were read and approved of.

There was read the following communication from the University Court, viz. :

"At a Meeting of the University Court of the

Deliverance anent the Bursary

University of Aberdeen, held on the Fourteenth day of April, 1863.

"Inter alia,―There was read a Representation made to the Court by the General Council at their meeting on the 15th October, 1862, in the following words, viz. It was resolved to make representation to the University Court that the University Library, if removed to the University Buildings at Aberdeen, would be much more accessible to readers resident at the seat of the University, as well as to readers resident at a distance.'

"It was moved by Dr. Ogston, 'That the Court express its concurrence in the view embodied in this Representation'; which motion was supported by Dr. Kilgour.

"It was moved by Mr. Webster, 'That the Court do not concur in the propriety and expediency of the course recommended by the Representation;' which motion was supported by the Principal.

"The votes having been taken on these motions and found equal, the Court found itself required by Ordinance No. 11, General, No. 2, to adjourn the consideration of the question 'to a day of which due notice shall be given to the Rector,' and accordingly did and hereby does adjourn the consideration thereof to the Second Tuesday of October next; and instructed the Clerk to give due notice to the Rector."

There was read a Deliverance of the University Court made at their said Meeting on the 14th April, 1863, in the Competi- following terms, viz. :—

"There was read a Representation from the General Council of the University at their Meeting of the Fifteenth of October, 1862, in the following words, viz.:-'It was resolved, that the Council represent to the University Court, that it is desirable that in the Competition for Bursaries the total value of each paper prescribed be published, and that the number of marks assigned in each paper to each successful Competitor be made accessible to parties interested.'

"The Court having considered this Representation, made the following Deliverance thereon, viz. :—

"The University Court are of opinion, that when the Senatus shall have, after sufficient trial, arrived at a conclusion as to the proportionate values which ought to be assigned to the various branches now included in the Competition of Bursaries, there can be no objection to the publication of the scale of relative value, but the Court disapprove of the publication of the number of marks assigned to each separate Competitor."

The Rev. Thomas Annand was absent from illness, and the Motion of which he had given notice at last Meeting was not brought forward.

The Rev. John Abel moved, and the Rev. George Mr. Abel's Hutchison seconded

"To represent to the University Court, that the regulation which the Court has enacted in order to compel attendance on the Natural History Class is a grievance existing in no other Scottish University, and ought to be rescinded previous to next Session-the period when its operation is intended to commence."

The Rev. John Davidson moved, and James Forbes, Esq., seconded

"That the Council do not represent in terms of Mr. Abel's motion."

A show of hands having been taken, the President stated that the result appeared to him to be 19 for Mr. Abel's motion, and 64 or 65 for Mr. Davidson's motion.

Mr. Abel's motion was therefore declared to be lost, and Mr. Davidson's to be carried.

"That the Council represent to the University Court that the Competition Test at present adopted by the Senatus be reconsidered; and that the result of the Preliminary Examination should be declared before the commencement of the Bursary Competition." "That he had great doubts as to the competency of the Council to entertain Mr. Humphrey's motion in accordance with the definition of its powers and functions in the University Act, and that his continuing, in deference to an evident majority of the meeting, to occupy the Chair during the discussion of it, should not be held as an admission of the legality of its introduction, or as a precedent for the future.'

"That the Council do recommend to the University Court to record and transmit to Lord Seafield an expression of thanks for his exertions in preserving the Redhythe Bursaries."

"Seeing that the publication of a University Calendar under the sanction of the Senatus Academicus is a desideratum, the General Council respectfully represent the matter to the University Court, and remit to the Business-Committee to correspond with the University Authorities and others on the subject, and to report as to the result to next Meeting of the General Council."

The Rev. John Davidson gave notice, that at next Meetof motion for ing of Council he will move as follows, viz. :—

"Whereas it is provided by the Act 21 and 22 Victoria, cap. 88, § VI. and XIX., that 'It shall be competent to the University Council to take into their consideration all questions affecting the well-being and prosperity of the University, and to make representations from time to time on such questions to the University Court, who shall consider the same, and return to the Council their deliverance thereon; and that any of the Rules, Statutes, and Ordinances to be framed and passed by the University Commissioners may, at any time after the expiration of the

powers conferred on the Commissioners, be altered or
revoked by the University Court of the University to
which the same are applicable, with the written con-
sent of the Chancellor thereof, and the approval of Her
Majesty in Council'; It is moved, that the Council do
recommend to the University Court to take into conside-
ration the whole Regulations under which the Univer-
sity is at present conducted, with a view to ascertain
the effect which these Regulations have, or are likely to
have, upon the discipline of the individual Classes of
the University, upon the efficiency of teaching in the
Classes, and upon the cost of a University Education at
Aberdeen; and having special regard to the question,
whether the present scale of Fees and the Bursary
arrangements are likely to diminish the number of
deserving Students of small means which has hitherto
received a College Education at Aberdeen."

John D. Milne, Esq., gave notice that at next Meeting Mr. Milne's he will move

"That the Council renew the Representation made by it to the University Court, of date 10th April, 1861, for an alteration in the Ordinance regulating the election of the Rector in this University." The Meeting was then dissolved with the Apostolical Benediction. (Signed) P. C. CAMPBELL.
