XVII. That in the construction of this Act (except where the nature of the provision or context of the Act is repugnant to such construction)" the sheriff" shall mean the sheriff or his substitute; and the word "plan" shall extend to drawings and sections; and the word "river" shall extend to all rivers, rivulets, lakes, canals, streams, and estuaries; and the word "person" and the word "proprietor" shall extend to the Queen's Majesty, and to all bodies politic, corporate, or collegiate; and every word importing the singular number only shall extend and be applied to several persons or things as well as one person or thing; and every word importing the plural number shall extend and be applied to one person or thing as well as several persons or things; and every word importing the masculine gender only shall extend and be applied to a female as well as a male. XVIII. That this Act may be amended or repealed by any Act to be passed in the present session of Parliament. (23rd July 1847.) CAP. CXIV. AN ACT for improving the Harbour and Docks of Leith. This ACT contains the following clauses :— I. Debt of the Commissioners of Leith Harbour to be taken at 228,3741. 9s. 8d. II. Expenditure of 16,0777. on the east pier ratified. III. Treasury may allow Commissioners of harbour and docks to apply surplus profits to improving the same. v. Act may be amended, &c. CAP. CXV. II. Such monies not to be paid till the Westminster Improvement Commissioners have expended 75,000l. III. Deeds to be deposited with the Commissioners of Woods, &c. as security for completion of thoroughfare. IV. Receipts of Commissioners of Woods, &c. to be good discharges. v. Commissioners of Woods, &c. empowered to release deeds. VI. Monies recovered in case of default to complete thoroughfare to be applied as directed by the Act 4 & 5 Vict. c. 12. VII. Two of the Commissioners of Woods, &c. may act. VIII. If Commissioners of Woods, &c. are unable to pay the 50,000l. as soon as the Westminster Improvement Commissioners have expended 75,000l., interest to run on the 50,000l. till payment. IX.
