CHAPTER 102.

An Act respecting the Rural Municipality of
South Norfolk

[Assented to March 10th, 1916.]

HIS MAJESTY, by and with the advice and consent of the

Legislative Assembly of Manitoba, enacts as follows:

1. Notwithstanding anything whatsoever to the contrary, Assessment or any provision or provisions of "The Municipal Act" or "The adopted as roll Assessment Act," the council of the Rural Municipality of for 1916. South Norfolk may, by resolution, adopt the last revised assessment roll of the said municipality as the assessment roll thereof for the year A.D. 1916; and it is hereby declared that the said roll, when so adopted, and as revised pursuant to the provisions in that behalf contained in the said "The Assessment Act," shall Constitute the assessment and assessment roll of the said Rural Municipality of South Norfolk for the said year A.D.

1916.

2. This Act shall come into force on the day it is assented to.

CHAPTER 103.

An Act respecting the Inspection of Steam Boilers and the Examination and Licensing of Engineers in Charge thereof.

IS MAJESTY, by and with the advice and consent of the
Legislative Assembly of Manitoba, enacts as follows:-

1. This Act may be cited as "The Steam Boiler Act."

Title.

INTERPRETATION.

2. In this Act, unless the context otherwise requires:

(a) "steam plant" shall mean and include a steam boiler, a boiler and steam engine and every part thereof and thing connected therewith or used with reference to any such boiler or engine under the care of an engineer, except as hereinafter provided;

(b) "boiler" shall mean and include all steam boilers and “boiler." every part thereof or thing connected therewith and all apparatus and things attached to or used in connection with any such boiler, except as hereinafter provided;

(c) "board" shall mean the board of examiners appointed "board." as hereinafter provided;

(d) "Minister" shall mean the Minister of Public Works;

"Minister."

(e) "owner" shall mean and include any person, firm or "owner." corporation, the owner or lessee of a boiler, and the manager

or other head officer in charge of the business of any such firm

or corporation;

(f) "engineer" shall mean any person having charge of or "engineer." operating a steam boiler, or a steam boiler and the steam engine connected therewith, under the provisions of this Act;

(h) "inspector" shall mean an inspector of steam boilers "inspector:" and engines appointed under the provisions of this Act;

(j) "certificate" shall mean the certificate of qualification "Certificato." issued to an engineer under the provisions of this Act;

"Department."

(k) "department" shall mean the Department of Public Works of the Province of Manitoba;

"Horsepower." (1) "horse power" shall mean boiler horse power.

APPLICATION OF ACT.

3. This Act shall apply to all steam boilers and steam-heating plants operated within the Province, except railway locomotives on railways operated by the authority of "The Railway Act" of Canada or "The Railway Act" of Manitoba, and boilers subject to inspection under "The Dominion Steamboat Inspection Act," and steam-heating plants in private residences, but rooming houses and apartment houses or blocks shall not be considered private residences within the meaning of this Act.

4. The provisions of this Act shall not require an engineer to be in charge of a boiler or steam engine used on farms for to 20 lb. pres- farming purposes only, or of steam heating plants used solely or heating pur- for heating buildings at a pressure of twenty pounds or under; provided further that exemptions to the sections of this Act, requiring an engineer to be in charge of a steam boiler plant, may be granted by the Minister in the case of a plant located in a railway roundhouse or shop if it is shown, to the satisfaction of the Minister, that properly qualified and competent men are in charge of such plant.

5. The Lieutenant-Governor-in-Council, upon the recommendation of the Minister, may constitute the Province into steam boiler inspection districts, and may from time to time alter such districts.

6. The Lieutenant-Governor-in-Council on the recommendation of the Minister may appoint a supervisor who shall control the collection of fees, the issuing of certificates and supervise all matters connected with the proper administration of this Act under the direction of the Minister.

7. The Lieutenant-Governor-in-Council, on recommendation of the Minister, may appoint inspectors, one of whom may be the chief inspector, and such other officer or officers as may be deemed advisable for carrying out the provisions of this Qualifications Act, and such inspectors shall be persons who, in the opinion for inspectors. of the Minister, have had the necessary practical experience to qualify them for the positions, and who are not directly or indirectly interested in the manufacture or sale of boilers or steam machinery or any patented article required to be used or of general use in the construction or operation of steam boilers.

8. The Lieutenant-Governor-in-Council, upon the recommendation of the Minister, may appoint a board of examiners consisting of competent engineers conversant in a practical degree with the construction of boilers and the operation of

12.
