trict of No. 1635, therefore the municipal council of the corporation of the Town of The Pas enacts as follows:

1. The school trustees of the School District of The Pas, No. 1635, shall expend the sum of thirty thousand dollars for the erection of a school house in the said school district and for the purpose of raising the said sum debentures of the said school district to the amount of $30,000.00 as aforesaid, in the sums of not less than $1,500.00 each shall be issued on the first day of June, 1915; each of which debentures shall be dated on the date of issue thereof and shall be payable within twenty years thereafter, namely, on the first day of February during the currency thereof; the first of such payments to be made on the first day of February, 1917, at the office of the Canadian Bank of Commerce in the said Town of The Pas.

2. Each of the said debentures shall be signed by the chairman and the secretary-treasurer of The Pas School District No. 1635 and the secretary-treasurer shall attach thereto the corporate seal of the school

district.

3. The said debentures shall bear interest at the rate of six per centum per annum, payable yearly at the said bank on the first day of February in each and every year during the currency thereof beginning with the first day of February, 1917, and shall have attached to them coupons for payment of said interest which coupons shall be signed by the chairman and the secretary-treasurer of The Pas School District, No. 1635.

4. During the currency of said debentures there shall be raised annually by a special rate on all the rateable property in the said The Pas School District No. 1635 the sum of $1,500.00 and the interest due and accrued for the purpose of paying the amount due in each of the said years for the principal and interest in respect of the said debt, as shown in schedule A hereto annexed.

5. This by-law shall take effect and go into operation upon the day of passing thereof.

6. The votes of the electors of the said The Pas School District, No. 1635, shall be taken on this by-law at the following times and places; that is to say, Monday, the fourteenth day of June, 1915, commencing at the hour of nine o'clock in the forenoon and continuing until five o'clock in the afternoon of the same day by the following deputy returning officers:

Ward Number One, at F. J. Hogan's office: W. H. Bunting, deputy returning officer; Frank C. Wales, poll clerk.

Ward Number Two, at Town Office, Fischer Avenue: G. N. Taylor, deputy returning officer; Frank Bickle, poll clerk.

Ward Number Three, at Finger's bunkhouse: J. P. Jacobson, deputy returning officer; Fred Bullock, poll clerk.

The qualified electors of the unorganized territory attached to The Pas School District for school purposes shall vote at a polling place in ward number three as given above.

7. On Saturday, the twelfth day of June, 1915, the mayor of the said Town of The Pas shall attend at the Council Chamber, at ten o'clock in the forenoon, to appoint persons to attend at the various polling places aforesaid and at the final summing-up of the votes by the town clerk, on behalf of the persons interested in and promoting or opposing the passing of this by-law respectively.

8. The town clerk of the council of the said Town of The Pas shall attend, at his office in the Council Chamber, at ten o'clock in the forenoon of Tuesday, the fifteenth day of June, 1915, and to sum up the number of votes for and against the by-law.

9. This by-law read a first and second time on Monday, the seventeenth day of May, 1915, and was considered in council on Monday, the seventeenth day of May, 1915.

CHAPTER 114.

An Act relating to Planning and Regulating the Use and
Development of Land for Building Purposes.

IS MAJESTY, by and with the advice and consent of the
Legislative Assembly of Manitoba, enacts as follows:-

4. (3) For the purposes of such partial scheme all powers powers as full conferred by this Act and all procedure and other requirements of this Act in respect of a town planning scheme shall apply as if such partial scheme were a town planning scheme, provided that no such partial scheme shall include any provision for the compulsory acquisition of property or involve the carrying out of works in respect of which compensation shall have to be paid for injurious affection under the provisions of this Act.

6. A town planning scheme may be varied or revoked by a subsequent scheme prepared or adopted by a local authority or a responsible authority, and approved by the Minister in accordance with the provisions of this Act.

7. A town planning scheme when approved by the Minister shall have effect as if it were specially enacted in this Act.

(a) the local authority applying for approval of the scheme; (b) where land included in a town planning scheme is in the area of more than one local authority or in the area of a local authority by whom the scheme was not prepared, the responsible authority may be one of those authorities,

(c) a body constituted specially for the purpose of the scheme as hereinafter provided and all necessary provision may be made by the scheme for constituting such body and giving it

9. For the purpose of preparing a town planning scheme and carrying the same into effect, a local authority, or the local authorities, where more than one is interested, may singly or

jointly appoint a commission of not less than five,
ten members, whose names shall be submitted to the Minister
for approval and, upon the approval by the Minister of the
scheme, and of the constitution of the commission named therein,
the commission thus appointed shall become the responsible
authority for carrying the scheme into effect, to whom shall be
delegated all the powers conferred by, and for the purposes of
this Act upon the local authority. Vacancies as they occur may
