With the exception that a small part of the Introduction is based to some extent on the Introduction in the work of the late Mr. STEPHEN DOWELL, the present work is entirely new. The Notes have been rendered as complete as possible, and cross-references introduced where necessary. The Statutes and decisions have been brought up to date the former being arranged in chronological order, except that the House Tax Act, 1851-the Act imposing the duties now in force-has been placed first.
