PREFACE.

THIS book has been written mainly for the use of the various Committees spread all over London affiliated to the Apprenticeship and Skilled Employment Association. It is hoped, however, that it may be found interesting to all who concern themselves in present day Industrial questions, and that it may also prove useful to Practitioners.

The Author is indebted to Miss M. K. Bradby and the Charity Organization Society for permission to reprint the interesting and instructive papers which will be found in Appendix IV.
