PREFACE.

THE Municipal Corporations Act, 1882, regarded only as a Consolidation Act, is a measure of considerable importance. It repeals wholly or partially forty-three Acts, and also repeals wholly or in part twenty-six other statutes, so far as they apply to Boroughs under the Municipal Corporations Acts. Besides sweeping away this bewildering mass of legislation the Act gives the provisions which are re-enacted under a convenient classification, and the clauses themselves are relieved of the verbiage which was a characteristic of the earlier Acts. But whilst the Act is a Consolidation Act, it also contains many amendments of the previous law, and it will be the means of removing many doubts and difficulties which have arisen as to the construction of the earlier statutes.

The Bill was brought in by Mr. J. T. Hibbert, M.P. for Oldham, who had charge of the measure in the House of Commons, and Municipal Authorities are in a large measure indebted to him for the passing of the Act.

In this edition of the Statute the sections are very fully annotated, and it is hoped that the notes will be found of practical value to those interested in the execution of the Act. In the Appendix are given several Acts affecting Municipal Authorities, which it will be convenient to have at hand in connexion with the new Statute.

In the preparation of the Index, and in revision for press, assistance has been rendered, for which my acknowledgment is due.
