"(2) Where any such school district extends beyond the limits of the town, the secretary treasurer of each village or rural municipality, within which any portion of the district is comprised, shall, on or before the said fifteenth day of November, furnish the secretary treasurer of the town with a list of the persons qualified to vote in such portion, certified to be correct, and distinguishing between public and separate school supporters."

13. Article 63 of section 169 as enacted by section 2 of Section 169, chapter 13 of the statutes of 1914 of the said Act is amended by amended inserting after the word "year" in the second line the words "and not more than ten years."

14. Article 81 of section 169 of the said Act is amended by adding thereto the following proviso:

"Provided that in each cemetery owned by a town there be set aside a portion thereof for the burial of the destitute."

15. The said Act is hereby amended by inserting therein as section 1697 the following:

SUNDAY STREET CARS.

"1691. The council of any town may pass a referred bylaw declaring that section 236 of The Railway Act shall cease to apply to the operation within the town of any street railway, tramway or electric railway; and on, from and after the coming into force of such bylaw until the same is repealed as provided by subsection (2) hereof, the said section 236 of The Railway Act shall cease to apply to the operation within the said town of any street railway, tramway or electric railway.

"(2) The council of any town shall also have power to pass a bylaw repealing any bylaw provided for by the preceding subsection hereof; and on, from and after the coming into force of such bylaw the said section 236 of The Railway Act shall apply to the operation within the said town of any street railway, tramway or electric railway.

"(3) Every such bylaw provided for by this section shall receive the assent of the majority of the persons voting thereon.

"(4) The persons qualified to vote upon any bylaw provided by this section shall be the persons whose names appear in the last revised voters' list of the town.

"(5) All the provisions of this Act respecting bylaws requiring the assent of the burgesses shall, in so far as they are not inconsistent with the provisions of this section, apply mutatis mutandis to proceedings upon a vote under the provisions of this section."

16. Section 172 of the said Act is amended by inserting after the word "dollar" in the fourth line the words "fifty cents," and by adding to the section the following:

"Provided that the hospital board, before becoming entitled to such sum, shall have notified the council within one week after the admission of the patient of the fact of such admission and that the board will claim from the council compensation for his care and treatment under this Act;

"Provided further that such demand shall be made within thirty days after the discharge or death of the patient."

17. Section 202 of the said Act is amended as follows:
(a) By striking out the words "two-thirds of" in the
first line;

(b) By inserting between the words "by" and "bylaw"
in the first line of paragraph 1 the words "a separate
bylaw hereinafter called the procedure";

(c) By inserting between the words "the" and "bylaw" in the first line of paragraph 2 the word "procedure";

(d) By striking out paragraph 3 as amended by section 7 of chapter 44 of the statutes of 1913 and inserting in place thereof the following:

"3. The council shall before the final passing of the proposed bylaw advertise in a newspaper published in the town, or, if there is none so published, then in the newspaper published nearest thereto, or a newspaper circulating therein, a notice signed by the secretary treasurer setting forth in summary the object of the bylaw, the amount to be raised, the time for taking the vote, the number and location of polling divisions, the time and place when and where the mayor will be at his office to appoint persons to represent those desirous of promoting the passing of the bylaw and those desirous of opposing the same and the time and place of summing up the votes; and the publication of such notice for the purpose aforesaid shall be continued in at least one number of such paper each week for three consecutive weeks. The returning officer shall also post up a printed copy of such notice at ten or more conspicuous places in the town."

18. Section 205 of the said Act is amended by inserting Section 205 between the words "the" and "bylaw" in the first line the word "procedure."

19. Section 218 of the said Act is amended by striking Section 218 out the words "(or your wife is a freeholder)" in the seventh and eighth lines and striking out the sixteenth, seventeenth and eighteenth lines thereof.

20. Subsection (2) of section 302 is amended by striking out Section 302 the symbol and figure "$8" and substituting therefor the symbol and figures "$10."

21. Section 302 of The Town Act is hereby amended by adding thereto the following as subsection 8:

"(8) Notwithstanding anything herein contained a grain elevator shall be assessed at the fair actual value of the building and shall not be otherwise assessed unless used for commodities other than grain."

22. The said Act is hereby amended by inserting therein Section 311a immediately after section 311 the following:

"311a. The council may by bylaw authorise the mayor and Temporary treasurer to borrow, either before or after the passing of the bylaw levying the taxes for the current year, from any person or bank such sums as the council deem necessary to meet the current expenditure of the town for municipal purposes until the taxes levied or to be levied for the year can be collected.

Penalty for nonpayment of taxes

"(2) The town may give as security for any such loan treasury bills, temporary debentures or similar forms of obligations, signed by the mayor and treasurer, and each such bill, debenture or obligation shall be valid and binding upon the town according to its tenor.

"(3) The council may by bylaw or agreement designate what revenues of the town, if any, are charged with the repayment of such treasury bills, temporary debentures or other obligations

"(4) Such treasury bills may be drawn payable in lawful money of Canada, or in sterling money of Great Britain, or in gold coin of the United States of America, or elsewhere, as provided by The Currency Act 1910, or as to part of the advance in one and part in another, and may be made payable at any place or places in Canada, Great Britain or the United States of America or elsewhere. The equivalent values of the said moneys shall be the values provided in The Currency Act 1910.

"(5) The council may from time to time during a period of two years succeeding that in which such moneys are borrowed pass bylaws for extending the loan and renewing or extending such bills, debentures or other obligations, whether original or renewal."

23. Section 316a of the said Act as enacted by section 9 of chapter 44 of the statutes of 1913 is repealed and the following substituted therefor:

"316a. In the event of any taxes remaining unpaid after the thirty-first day of December of the year in which the same are levied there shall be added thereto by way of penalty a sum equal to eight per centum of such taxes remaining unpaid and the same additional sum shall be added thereto after the thirty-first day of December in each succeeding year during which the said taxes remain unpaid, and such amount or amounts so added shall form part of the taxes which by section 317 hereof are created a special lien upon the land; nothing in this section contained shall be construed to extend the time. for payment of the said taxes nor in any way to impair the right of distress or any other remedy provided by this Act for the collection of the said taxes."

24. Sections 11 and 23 of this Act will come into force and effect on, from and after the first day of January, 1916.

CHAPTER 18

An Act to amend The Village Act.

[Assented to June 24, 1915.]

IS Majesty by and with the advice and consent of the
Legislative Assembly of Saskatchewan enacts as follows:

1. Section 2 of The Village Act is hereby amended by Section 2 striking therefrom paragraph 15 thereof and substituting therefor the following:

or "pedler"

"15. 'Hawker' or 'pedler' means and includes any person "Hawker" who (being a principal or any agent in the employ of any person) goes from house to house selling or offering for sale any goods, wares or merchandise, or carries and exposes samples or patterns of any goods, wares or merchandise for purchase and sale by such sample or pattern, cuts or blue prints and upon the understanding that such goods, wares and merchandise are to be afterwards delivered in the village to any person who is not a wholesale or retail dealer in such goods, wares or merchandise, or who sells such goods, wares or merchandise, upon the streets, but shall not mean or include any person selling by retail meat of his own killing, fish of his own catching, or fruit or farm produce of his own production, or the bona fide servant or employee of any such person having written authority to sell."

2. The said Act is hereby amended by inserting therein New section immediately after section 16 the following as section 16a:

"16a. Where the residents of a summer resort desire the Exceptions same to be erected as a village, the provisions of this Act shall resort erected apply, with the following exceptions:

"(a) The word 'residing' or 'resident' shall have reference to a temporary residence of one month or more during the summer;

"(b) The population required as a condition of erecting the village shall be fifty persons, ten of whom shall be male persons of the full age of twenty-one years; "(c) The appointment of an auditor shall be made before the first day of July in each year;

"(d) Subsections (1) and (2) of section 133 shall not apply;
