CHAPTER 1

An Act for Granting to His Majesty certain Sums of Money for the Public Service of the Fiscal Year ending the Thirtieth Day of April, 1916.

[Assented to June 24, 1915.]

MOST GRACIOUS SOVEREIGN:

HEREAS it appears by a message from His Honour George William Brown, Lieutenant Governor of Saskatchewan, and the estimates accompanying the said message, that the sums hereinafter mentioned are required to defray certain expenses of the public service of Saskatchewan not otherwise provided for during the financial period ending the thirtieth day of April, one thousand nine hundred and sixteen, and for other purposes relating thereto:

May it therefore please your Majesty that it may be enacted and be it enacted by the King's Most Excellent Majesty by and with the advice and consent of the Legislative Assembly of Saskatchewan as follows:

1. This Act may be cited as "The Appropriation Act 1915."

2. From and out of the general revenue fund there may be paid and applied a sum not exceeding in the whole one million four hundred and twenty-eight thousand four hundred and twenty dollars and fourteen cents towards defraying the several charges and expenses of the public service from the first day of May, one thousand nine hundred and fifteen, to the thirtieth day of April, one thousand nine hundred and sixteen, not otherwise provided for and set forth in the schedule to this Act.

3. Where moneys are granted by this Act for the payment of the salary of an office or clerkship in the inside or outside division of the public service for the fiscal year ending the thirtieth day of April, one thousand nine hundred and sixteen, and there is nothing to the contrary in the Order in Council or other instrument appointing or promoting any person to such office or clerkship, the appointment or promotion shall take effect from the first day of May, one thousand nine hundred and fifteen.

4. The due application of all moneys expended under this Act shall be accounted for.

CHAPTER 2

An Act to amend The Legislative Assembly Act.

[Assented to June 24, 1915.]

HIS Majesty by and with the advice and consent of the

Legislative Assembly of Saskatchewan enacts as follows:

1. Section 18 of The Legislative Assembly Act, being Section 18 chapter 2 of The Revised Statutes of Saskatchewan 1909, is hereby amended by adding there to the following as subsection (2):

"(2) Nothing contained in this Act shall extend to or disqualify any person as a member of the Legislative Assembly by reason of his entering into a contract with the government of the province or a department thereof for the supply or sale to such person of any utility or article of merchandise administered or sold by such government or department."

2. The said Act is further amended by inserting therein, New section immediately after section 47, the following as section 47a:

"47a. In the calculation of a deduction from a member's Time spent sessional allowance on account of absence, days which were service spent by such member on duty with his corps in a regularly organised militia camp, or in the naval or military forces of Canada, or in any other of the naval or military forces of the Crown while such forces are on active service in consequence of war, shall not be computed."

CHAPTER 3

An Act for raising Money on the Credit of the
General Revenue Fund of Saskatchewan

[Assented to June 24, 1915.]

IS Majesty by and with the advice and consent of the
Legislative Assembly of Saskatchewan enacts as follows:

1. It shall be lawful for the Lieutenant Governor in Counin Council may cil to authorise the provincial treasurer to raise by way of authorise loans loan upon the credit of the province such sum or sums of

money for capital expenditure upon all or any of the following objects as may be deemed expedient and as may be from time to time appropriated by the Legislature, namely, to provide for the cost of:

(a) Public buildings, their furnishings and equipment; (b) Construction and improvement of public highways, bridges and other public works under the provisions of The Public Highways Act;

(c) Advances to the Saskatchewan Co-operative Elevator Company, Limited, for the purposes of the Act passed during the 1910-11 session of the Legislature incorporating the said company;

(d) Purchase of drainage district debentures issued under the provisions of The Drainage Act;

(e) Construction and extension of telephone systems within the province as provided for by The Telephone Department Act;

(f) Public works, businesses or undertakings of any kind other than the above that may be constructed, initiated or carried on by or on behalf of the Government of Saskatchewan;

(g) The payment of any indebtedness already incurred or to be incurred for the above purposes under any Act authorising the raising of money, or indebtedness incurred under Acts authorising the raising of money for specific purposes other than those herein before set forth;

and, if considered expedient, such sum or sums may be borrowed in advance of the fiscal year for which the appropriation has been made.
