served by delivering a copy of the petition or other process to the administrator of lunatics' estates, and from the time. of such service the said administrator of lunatics' estates shall be the guardian ad litem of the person of unsound mind, unless and until the court or judge otherwise orders.

"(2) All rules of court inconsistent with the above sections are hereby repealed in so far as they are so inconsistent. "(3) The repeal of The Judicature Act by The King's Bench Act passed at the present session of the Legislature shall not effect a repeal of the above sections."

45. The Municipalities Seed Grain Act is amended by 1912, c. 31, adding thereto as sections 17, 18 and 19 the following:

"17. The Lieutenant Governor in Council may, upon the application of any municipality, and upon such terms and conditions as he may deem advisable, guarantee the repayment of all moneys which it may have borrowed or be about to borrow pursuant to and under the authority of this Act and of a bylaw duly passed thereunder, together with all interest accrued thereon.

"18. Any municipality may borrow from any person, bank or corporation such sum as shall appear to its municipal council to be required to supply feed to farmers in such municipality who, owing to failure of crops or other adverse conditions, may be unable to procure the same.

"(2) Save as hereafter mentioned all the provisions of this Act with regard to seed grain loans and the securities given therefor, bylaws, the expenditure of the sums borrowed, the distribution of relief, securities taken by the municipality for the seed grain supplied, remedies for enforcing repayment and all other matters in connection therewith, shall apply mutatis mutandis to such loans.

"(3) The total amount advanced to any one applicant shall not exceed $75 for each quarter section to be sown.

"(4) Any bylaw which may have been passed for the purpose of enabling a municipality to borrow money and to make advances of feed during the season of 1915, is hereby approved, ratified and confirmed notwithstanding that such bylaw has not been submitted to the electors, or that the same was given three consecutive readings at one sitting of the council.

"19. This Act shall be read as if section 17 and the first three subsections of section 18 had formed part thereof on, from and after the first day of January, 1915."

An Act to incorporate The House of Jacob (Beth
Yakov) of the City of Regina.

[Assented to June 24, 1915.]

HEREAS the persons hereinafter named are by birth, Preamble religious belief and conviction, Jews, and have emigrated to this province in order that they might worship God according to their conscientious beliefs, and on or about the twenty-first day of July, 1912, associated themselves together for the purpose of the worship of God according to the usages and methods of the Jews; and

Whereas the said persons agreed to be known as "The House of Jacob (Beth Yakov) of the City of Regina"; and that the object of their association should be the maintenance of public worship and the enlargement of church ordinances, according to the usages of the Orthodox Jews, as exemplified by the Chief Rabbi of the British Empire; and that the said association should be an independent, self governing body; the government of which should be vested in the said association, and that the said association should be amenable to no other religious or ecclesiastical body, and that it should elect its own officers, transact its own business, determine what persons should be received and what excluded from its fellowship according to its understanding of the Word of God;

And whereas the undermentioned persons have by petition. applied to be incorporated for the better attainment of their objects and it is expedient to grant their petition:

Therefore his Majesty by and with the advice and consent of the Legislative Assembly of Saskatchewan enacts as follows:
