"I HAVE the honour to transmit herewith for your information an abstract of the revenue of the colony of New South Wales in the years ended the 31st December 1851 and 1852 respectively, showing the increase and decrease under each head thereof.

"The only item of decrease which appears to require notice is 9,6291. 8s. 9d. for land sales. This arose from fewer allotments in the old Military Barrack Square and Government Domain having been offered for sale. The arrangement under which the proceeds of these lands are carried to the credit of the general instead of the territorial revenue is fully explained in my Despatch, No. 182, of the 20th November 1852.

"This increase arose from the regulations having been in force during the whole of the year 1852, whereas they were first introduced in the latter end of May 1851.

"There appears an increase of 1,9737. 10s. in land and immigration deposits, and of 833/. 18s. 2d., in miscellaneous receipts. On the other hand, there is a decrease of 9471. 2s. 7d. in the proceeds of the sale of land and town allotments; of 4,214. 1s. 6d. in quit rents, and redemption of quit rents; and of 6897. 19s. 1d. in licences to cut timber on Crown lands.

"In explanation of this falling off of some of the principal items of this revenue, it may be sufficient to observe that this has always been a branch of the revenue peculiarly liable to fluctuation, and the changes consequent on the gold discovery have no doubt had their influence in causing the present result, by withdrawing, for a time at least, from the ordinary industrial pursuits of the colony a portion of its inhabitants. In the long run, however, it may be confidently anticipated that the increased wealth accruing from this source, both to individuals and the colony at large, will greatly tend to increase the purchase and renting of land, and already there appears to be an improving aspect, as regards the territorial revenue for the present year."

ABSTRACT of the REVENUE of the COLONY of NEW SOUTH WALES in the Years ended 31st December 1851 and 1852 respectively, showing the Increase or Decrease under each Head thereof.

These are the Sums collected since the 5th August last, when the New Customs Act came into operation. The Ad Valorem Duties received previously to that date on Wine and the other Articles specified, are included in the amount of 15,4174. 16s. 3d., which appears as the last item under the Head of Customs' Collections, in the Year ended 31st December, 1852.
