PRINTED IN GREAT BRITAIN DEDICATED BY KIND PERMISSION TO ALFRED STEELE SHELDON, ESQ. TOWN CLERK OF WIMBLEDON He it was who first awakened in me Pol. Sci Sath. 11-9-25 12222 PREFACE THERE are some excellent standard works on Municipal and Local Government law, e.g. Arnold's Law of Municipal Corporations, Glen's Public Health, Lumley's Public Health, Scholefield's Encyclopaedia of Local Government Law, but these are from their size and wealth of detailed information unsuitable for readers who are not in a general way familiar with the subject. I am informed-and I believe it to be true-that a small book giving an outline of Local Government law would be acceptable to an ever-increasing number of citizens who are taking an interest in Local Government. This book is therefore offered as an introduction to the larger works on the subject. In truth it is difficult to state any new principles concerning the powers, duties, and obligations of local authorities, but the writer is hopeful that his method of treatment, and the practical hints he gives, will be acceptable to those associated with the work of civic bodies, and particularly to officers in the Local Government service who are preparing for examinations of the National Association of Local Government Officers, the Royal Sanitary Institute, the Institute of Municipal Treasurers and Accountants, and kindred institutions. Quotations from authoritative sources have been freely inserted, and the writer is greatly indebted to those authors whose works are mentioned in this book. Students should not fail to peruse the Examination Notes in the appendix. H. E. S. WIMBLEDON, |
