* MEMORANDUM. On the 20th of February, 1827, JAMES EMOTT was, on the nomination of the Governor, and with the consent of the Senate, appointed a Circuit Judge, of the Second Circuit, in the place of SAMUEL R. BETTS, who had resigned that office, in consequence of being appointed District Judge of the United States for the Southern District of this State. The commission of Judge EMOTT bears date the 21st of February, 1827. On the 27th of the same month, he took the oath of office.
